ABOUT THE SPEAKER
Rory Stewart - Politician
Rory Stewart -- a perpetual pedestrian, a diplomat, an adventurer and an author -- is the member of British Parliament for Penrith and the Border.

Why you should listen

Now the member of British Parliament for Penrith and the Border, in rural northwest England, Rory Stewart has led a fascinatingly broad life of public service. He joined the Foreign Office after school, then left to begin a years-long series of walks across the Muslim world. In 2002, his extraordinary walk across post-9/11 Afghanistan resulted in his first book, The Places in Between. After the invasion of Iraq in 2003, he served as a Deputy Governorate Co-Ordinator in Southern Iraq for the coalition forces, and later founded a charity in Kabul.

To secure his Conservative seat in Parliament, he went on a walking tour of Penrith, covering the entire county as he talked to voters. In 2008, Esquire called him one of the 75 most influential people of the 21st century.

He says: "The world isn't one way or another. Things can be changed very, very rapidly by someone with sufficient confidence, sufficient knowledge and sufficient authority."

00:59
We came来了 out of the end结束 of the Cold War战争

01:21
we invaded入侵 Iraq伊拉克 and Afghanistan阿富汗,
26

33
85000
2000
01:42
we're told that we went into Afghanistan阿富汗
34
87000
2000
01:44
because of 9/11,
35
89000
2000
01:46
and that we remain there
36
91000
2000
01:48
because the Taliban塔利班 poses姿势 an existential存在 threat威胁

The story故事 that we're told

110000
2000
02:07
is that there was a "light footprint脚印" initially原来 --
45
112000
2000
02:09
in other words, that we ended结束 up in a situation情况
46
114000
2000
02:11
where we didn't have enough足够 troops军队,
47
116000
2000
02:13
we didn't have enough足够 resources资源,

02:22
and therefore因此 the Taliban塔利班 came来了 back --

02:24
that we responded回应 in 2005 and 2006
53
129000
3000
02:27
with troop部队 deployments部署,
54

2000
02:29
but we still didn't put enough足够 troops军队 on the ground地面.
55
134000
4000
02:33
And that it wasn't until
56
138000
3000
02:36
when President主席 Obama奥巴马 signed off on a surge浪涌,
57
141000
3000
02:39
that we finally最后 had,
58
144000
2000
02:41
in the words of Secretary秘书 Clinton克林顿,
59
146000
2000
02:43
"the strategy战略, the leadership领导 and the resources资源."
60
148000
3000
“战略,领导力和资源,”
02:46
So, as the president主席 now reassures再保证 us,
61
151000
3000
02:49
we are on track跟踪 to achieve实现 our goals目标.
62
154000
4000
02:54
All of this is wrong错误.
63
159000
3000
02:57
Every一切 one of those statements声明 is wrong错误.
64
162000
3000
03:01
Afghanistan阿富汗 does not
65
166000
2000
03:03
pose提出 an existential存在 threat威胁
66
168000

构成对
03:05
to global全球 security安全.
67
170000
2000
03:07
It is extremely非常 unlikely不会

03:09
the Taliban塔利班 would ever be able能够 to take over the country国家 --
69

03:12
extremely非常 unlikely不会 they'd他们会 be able能够 to seize抢占 Kabul喀布尔.
70
177000
2000
03:14
They simply只是 don't have a conventional常规 military军事 option选项.
71
179000
3000
03:17
And even if they were able能够 to do so, even if I'm wrong错误,
72
182000
3000
03:20
it's extremely非常 unlikely不会
73
185000
2000
03:22
the Taliban塔利班 would invite邀请 back Al-Qaeda凯达.
74
187000
2000
03:24
From the Taliban's塔利班 point of view视图,
75
189000
2000
03:26
that was their number one mistake错误 last time.
76
191000
3000
03:29
If they hadn't有没有 invited邀请 back Al-Qaeda凯达,
77
194000
2000
03:31
they would still be in power功率 today今天.
78
196000
3000
03:34
And even if I'm wrong错误 about those two things,
79

2000
03:36
even if they were able能够 to take back the country国家,
80
201000
2000
03:38
even if they were to invite邀请 back Al-Qaeda凯达,
81
203000
3000
03:41
it's extremely非常 unlikely不会
82
206000
2000
03:43
that Al-Qaeda凯达 would significantly显著 enhance提高
83
208000

210000
2000
03:47
or harm危害 Europe欧洲.
85
212000
3000
03:50
Because this isn't the 1990s anymore.
86
215000
2000
03:52
If the Al-Qaeda凯达 base基础

2000
03:54
was to be established既定 near Ghazni加兹尼,
88
219000
2000
03:56
we would hit击中 them very hard,
89
221000
2000
03:58
and it would be very, very difficult
90
223000
2000
04:00
for the Taliban塔利班 to protect保护 them.
91
225000
2000
04:02
Furthermore此外, it's simply只是 not true真正
