ABOUT THE SPEAKER
David Bismark - Voting system designer
David Bismark has co-developed an electronic voting system that contains a simple and reliable method of verification.

Why you should listen

One of the main objections to e-voting is that it's difficult for each voter to know that her vote was recorded accurately and counted correctly, while she remains anonymous. In the system designed by David Bismark and his colleagues, each voter gets a takeaway slip that serves as a record of the vote, and allows elections to be independently verified.

Apart from his work on voting systems, Bismark runs Recito Förlag, a publishing company in Sweden.

02:11

02:15
They trustconfianza that electionelección workerstrabajadores and electionelección observersobservadores

02:25
They're unsealedsin sellar and the votesvotos are pouredvertido out

02:28

51
133000
3000
y se cuentan laboriosamente.
02:31
MostMás of us have to trustconfianza
52
136000
2000
La mayoría tenemos que confiar
02:33
that that happenssucede correctlycorrectamente for our ownpropio votevotar,
53
138000
2000
en que nuestro voto sea contabilizado correctamente,
02:35
and we all have to trustconfianza that that happenssucede correctlycorrectamente
54
140000
3000
02:38
for all the votesvotos in the electionelección.
55
143000
3000
con todos los votos de la elección.
02:41
So we have to trustconfianza a lot of people.
56
146000
3000
Tenemos que confiar en mucha gente
02:45
We have to trustconfianza a lot of proceduresprocedimientos.
57
150000
3000
y en muchos procedimientos.
02:49
And sometimesa veces we even have to trustconfianza computersordenadores.
58
154000
3000
02:54
So imagineimagina hundredscientos of millionsmillones of votersvotantes

Imaginen cientos de millones de votantes

02:58
all to be countedcontado correctlycorrectamente
61
163000
3000
todos para ser contados correctamente
03:01
and all the things that can possiblyposiblemente go wrongincorrecto
62
166000
3000
y todo lo que puede salir mal
03:04
causingcausando all these badmalo headlinestitulares,
63

3000
generando todos esos titulares negativos.
03:09
and you cannotno poder help but feel exhaustedagotado at the ideaidea
64
174000
3000
03:12
of tryingmolesto to make electionselecciones better.
65
177000
3000
de tratar de mejorar las elecciones.
03:18
Well in the facecara of all these badmalo headlinestitulares,
66
183000
2000
03:20
researchersinvestigadores have takentomado a steppaso back
67
185000
3000
los investigadores han recapacitado
03:23
and thought about how we can do electionselecciones differentlydiferentemente.
68
188000
3000
03:27
They'veHan zoomedampliado out and lookedmirado at the biggrande pictureimagen.
69
192000
3000
03:30
And the biggrande pictureimagen is this:
70
195000
2000
Y la visión global es ésta:
03:32
electionselecciones should be verifiableverifiable.
71
197000
3000
las elecciones deberían ser verificables.
03:36
VotersVotantes should be ablepoder to checkcomprobar
72
201000
3000
Los votantes deberían poder verificar
03:39
that theirsu votesvotos are countedcontado correctlycorrectamente,
73
204000
3000
que sus votos fueron contados correctamente,
03:42
withoutsin breakingrotura electionelección secrecysecreto,
74
207000
2000
sin violar el secreto electoral,
03:44
whichcual is so very importantimportante.
75
209000
3000
que es tan importante.
03:47
And that's the toughdifícil partparte.
76
212000
2000
Y esa es la parte difícil.
03:49
How do we make an electionelección systemsistema completelycompletamente verifiableverifiable
77
214000
3000
¿Cómo hacer un sistema electoral totalmente verificable
03:52
while keepingacuerdo the votesvotos
78
217000
2000
y al mismo tiempo mantener los votos
03:54
absolutelyabsolutamente secretsecreto?
79
219000
2000
en absoluto secreto?
03:56
Well, the way we'venosotros tenemos come up with
80
221000
2000
Bien, la forma que hemos ideado
03:58
usesusos computersordenadores
81
223000
2000
utiliza ordenadores
04:00
but doesn't dependdepender on them.
82
225000
2000
pero no depende de ellos.
04:02
And the secretsecreto is the ballotvotación formformar.
83
227000
2000
04:04
And if you look closelycercanamente at these ballotvotación formsformularios,
84
229000
2000
Si los miran de cerca
04:06
you'lltu vas a noticedarse cuenta that the candidatecandidato listlista
85
231000
2000
04:08
is in a differentdiferente orderorden on eachcada one.
86
233000
2000
04:10
And that meansmedio, if you markmarca your choiceselecciones on one of them
87
235000
3000
04:13
and then removeretirar the candidatecandidato listlista,
88
238000
2000
y luego elimina la lista de candidatos
04:15
I won'tcostumbre be ablepoder to tell from the bitpoco remainingrestante
89
240000
3000
la parte que queda no revelará
04:18
what your votevotar is for.
90
243000
3000
para quién fue el voto.
04:21
And on eachcada ballotvotación formformar there is this encryptedencriptado valuevalor
91
246000
3000
04:24
in the formformar of this 2D barcodecódigo de barras
92
249000
2000
en forma de código de barras 2D
04:26
on the right.
93
251000
2000
a la derecha.
04:28
And there's some complicatedComplicado cryptographycriptografía
94
253000
2000
Se usa un poco de criptografía,
04:30
going on in there,
95
255000
2000
y es complicada,
04:32
but what's not complicatedComplicado
96
257000
2000
pero lo que no es complicado
04:34
is votingvotación with one of these formsformularios.
97
259000
3000
es votar con uno de estos formularios.
04:37
So we can let computersordenadores do all the complicatedComplicado cryptographycriptografía for us,
98
262000
3000
Podemos dejar la criptografía a los ordenadores,
04:40
and then we'llbien use the paperpapel for verificationverificación.
99
265000
3000
y luego usar el papel como comprobante.
04:44
So this is how you votevotar.
100
269000
2000
Así es como se vota.
04:46
You get one of these ballotvotación formsformularios at randomaleatorio,
101
271000
4000
04:50
and then you go into the votingvotación boothcabina,
102
275000
2000
04:52
and you markmarca your choiceselecciones,
103
277000
2000
marca sus preferencias,
04:54
and you tearlágrima alonga lo largo a perforationperforación.
104
279000
3000
y corta por el troquelado.
04:59
And you shreddesgarrar the candidatecandidato listlista.
105
284000
3000
Y destruye la lista de candidatos.
05:02
And the bitpoco that remainspermanece, the one with your marksmarcas --
106
287000
3000
05:05
this is your encryptedencriptado votevotar.
107
290000
2000
es el voto encriptado.
05:07
So you let a pollencuesta stationestación workerobrero
108
292000
2000
La autoridad de la mesa
05:09
scanescanear your encryptedencriptado votevotar.
109
294000
2000
escanea el voto encriptado.
05:11
And because it's encryptedencriptado,
110
296000
2000
Y como está encriptado
05:13
it can be submittedpresentada, storedalmacenado
111
298000
2000
puede ser enviado, almacenado,
05:15
and countedcontado centrallycentralmente
112
300000
3000
y contado de forma centralizada
05:18
and displayeddesplegado on a websitesitio web
113
303000
2000
y mostrado en un sitio web
05:20
for anyonenadie to see, includingincluso you.
114
305000
3000
para que todos lo vean, incluyendo Ud.
05:23
So you take this encryptedencriptado votevotar
115
308000
3000
05:26
home as your receiptrecibo.
116
311000
2000
a casa como recibo.
05:28
And after the closecerca of the electionelección,
117
313000
2000
Y tras el cierre de las elecciones,
05:30
you can checkcomprobar that your votevotar was countedcontado
118
315000
2000
05:32
by comparingcomparando your receiptrecibo
119
317000
3000
comparando el recibo
05:35
to the votevotar on the websitesitio web.
120
320000
3000
con el voto del sitio web.
05:39
And rememberrecuerda, the votevotar is encryptedencriptado
121
324000
2000
Y recuerden que el voto está encriptado
05:41
from the momentmomento you leavesalir the votingvotación boothcabina,
122
326000
3000
05:44
so if an electionelección officialoficial wants to find out how you votedvotado,
123
329000
3000
05:47
they will not be ablepoder to.
124
332000
2000
no podrá hacerlo.
05:49
If the governmentgobierno wants to find out how you votedvotado,
125
334000
2000
Si el gobierno quiere descubrir cómo votaron
05:51
they won'tcostumbre be ablepoder to.
126
336000
3000
no va a poder.
05:54
No hackerhacker can breakdescanso in
127
339000
2000
Ningún hacker puede descifrarlo
05:56
and find out how you votedvotado.
128
341000
2000
y descubrir cómo votaron.
05:58
No hackerhacker can breakdescanso in and changecambio your votevotar,
129
343000
3000
06:01
because then it won'tcostumbre matchpartido your receiptrecibo.
130
346000
3000
porque entonces no coincidirá con el recibo.
06:04
VotesVotos can't go missingdesaparecido
131
349000
3000
Los votos no pueden perderse
06:07
because then you won'tcostumbre find yourstuya when you look for it.
132
352000
3000
06:11
But the electionelección magicmagia doesn't stop there.
133
356000
3000
06:14
InsteadEn lugar, we want to make the wholetodo processproceso
134
359000
2000
06:16
so transparenttransparente
135
361000
2000
tan transparente
06:18
that newsNoticias mediamedios de comunicación and internationalinternacional observersobservadores
136

06:30
They can checkcomprobar
141

2000
Pueden comprobar
06:32
that the announcedAnunciado resultresultado of the electionelección

que los resultados anunciados de las elecciones
06:34

143
379000
2000
son los correctos.
06:36
And these are electionselecciones
144
381000
2000
Y éstas son elecciones
06:38

145
