So a couple of years ago I started a program
0
0
3000
Disa vite më parë fillova një programë
00:18
to try to get the rockstar tech and design people
1
3000
4000
00:22
to take a year off
2
7000
2000
që të marrin nga një vitë pushim
00:24
and work in the one environment
3
9000
2000
dhe të punojnë në një ambient
00:26
that represents pretty much everything they're supposed to hate;
4
11000
3000
në të cilin kanë gjdogjë që atë duhet ta urrejnë;
00:29
we have them work in government.
5
14000
3000
00:32
The program is called Code for America,
6
17000
2000
Programi quhet kodi për Amerikën,
00:34
and it's a little bit like a Peace Corps for geeks.
7
19000
3000
00:37
We select a few fellows every year
8
22000
3000
Ne zgjedhim disa bashkëqytetar gjdo vitë
00:40
and we have them work with city governments.
9
25000
3000
00:43
Instead of sending them off into the Third World,
10
28000
3000
Në vend se ti dergojmë ata jasht diku në boten e tretë,
00:46
we send them into the wilds of City Hall.
11
31000
2000
ne i dergojmë ata në qytetin e dreqitë.
00:48
And there they make great apps, they work with city staffers.
12
33000
3000
00:51
But really what they're doing is they're showing what's possible
13
36000
3000
Mirpo
00:54
with technology today.
14
39000
2000
me teknologjin e soditë.
00:56
So meet Al.
15
41000
2000
Pra takojeni Al.
00:58
Al is a fire hydrant in the city of Boston.
16
43000
2000
01:00
Here it kind of looks like he's looking for a date,
17
45000
3000
01:03
but what he's really looking for is for someone to shovel him out when he gets snowed in,
18
48000
3000
01:06
because he knows he's not very good at fighting fires
19
51000
2000
01:08
when he's covered in four feet of snow.
20
53000
3000
01:11
Now how did he come to be looking for help
21
56000
2000
01:13
in this very unique manner?
22
58000
2000
në këtë menyrë shumë unike?
01:15
We had a team of fellows in Boston last year
23
60000
2000
01:17
through the Code for America program.
24
62000
2000
nepërmjet kodit për programin e Amerikës.
01:19
They were there in February, and it snowed a lot in February last year.
25
64000
3000
01:22
And they noticed that the city never gets
26
67000
2000
Dhe ata e vën re se qyteti kurr
01:24
to digging out these fire hydrants.
27
69000
2000
nuk del jasht këtyre zjarrëfksave hidrantë.
01:26
But one fellow in particular,
28
71000
2000
Mirpo një bashkëqytetarë në veqanti,
01:28
a guy named Erik Michaels-Ober,
29
73000
2000
një njeri i quajtur Erik Michels-Ober,
01:30
noticed something else,
30
75000
2000
vëri re diqka tjetër,
01:32
and that's that citizens are shoveling out sidewalks
31
77000
2000
01:34
right in front of these things.
32
79000
2000
mu në mes të këtyre gjërave.
01:36
So he did what any good developer would do,
33
81000
2000
Pra ai bëri atë që gjdo zhvilluesi i mirë do ta bënte,
01:38
he wrote an app.
34
83000
2000
ai shkruajti një aplikacionë.
01:40
It's a cute little app where you can adopt a fire hydrant.
35
85000
2000
01:42
So you agree to dig it out when it snows.
36
87000
2000
01:44
If you do, you get to name it,
37
89000
2000
Nese jo, atëher ju duhet ta emroni atë,
01:46
and he called the first one Al.
38
91000
2000
dhe ai e ftoi të parin Al.
01:48
And if you don't, someone can steal it from you.
39
93000
2000
Dhe nëse ju nuk dëshironi, atëher dikush do t'a vjedh për juve.
01:50
So it's got cute little game dynamics on it.
40
95000
3000
01:53
This is a modest little app.
41
98000
2000
Ky është një aplikacionë modestë.
01:55
It's probably the smallest
42
100000
2000
Ndoshta është më i vogëli
01:57
of the 21 apps that the fellows wrote last year.
43
102000
2000
prej 21 aplikacioneve që bashkëqytetarët kanë shkruar vitin e kaluarë.
01:59
But it's doing something
44
104000
2000
Mirpo është duke bërë diqka
02:01
that no other government technology does.
45
106000
2000
02:03
It's spreading virally.
46
108000
3000
Është duke u shprendarë viralishtë.
02:06
There's a guy in the I.T. department of the City of Honolulu
47
111000
3000
02:09
who saw this app and realized
48
114000
2000
i cili e pa këtë apilkacion dhe zbuloi
02:11
that he could use it, not for snow,
49
116000
2000
se mund ta përdorëte këtë jo vetem për borë,
02:13
but to get citizens to adopt tsunami sirens.
50
118000
4000
02:17
It's very important that these tsunami sirens work,
51
122000
2000
02:19
but people steal the batteries out of them.
52
124000
2000
mirpo njerëzit i'a vjedhin baterit e tyre.
02:21
So he's getting citizens to check on them.
53
126000
2000
Por ai po u tregon qytetarëve ti kontrollojnë ato.
02:23
And then Seattle decided to use it
54
128000
3000
Dhe pastaj të vendos ti përdorin ato
02:26
to get citizens to clear out clogged storm drains.
55
131000
3000
për ti berë qytetarët ti pastrojnë kanalet e bllokuara.
02:29
And Chicago just rolled it out
56
134000
2000
Dhe Chicago sapo ka filluar ta zbatoj
02:31
to get people to sign up to shovel sidewalks when it snows.
57
136000
3000
02:34
So we now know of nine cities
58
139000
2000
Pra tani ne i njohim nëntë qytete
02:36
that are planning to use this.
59
141000
2000
që janë duke planifikuar ta përdorin këtë.
02:38
And this has spread just frictionlessly,
60
143000
2000
Dhe ky sapo është shprendarë fraksionalishtë
02:40
organically, naturally.
61
145000
2000
origjinalisht, natyrëshem.
02:42
If you know anything about government technology,
62
147000
2000
Nëse dini ndonjëgjë rreth teknologjisë së qeversië,
02:44
you know that this isn't how it normally goes.
63
149000
4000
02:48
Procuring software usually takes a couple of years.
64
153000
3000
Prokurimi i softuerëve zakonisht shkonë për disa vite.
02:51
We had a team that worked on a project in Boston last year
65
156000
3000
02:54
that took three people about two and a half months.
66
159000
3000
i cili i mori tre njerëz rreth dy muaj e gjysm.
02:57
It was a way that parents could figure out
67
162000
2000
02:59
which were the right public schools for their kids.
68
164000
2000
se cila shkollë publike ishte e duhurë për fëmijet e tyre.
03:01
We were told afterward that if that had gone through normal channels,
69
166000
3000
03:04
it would have taken at least two years
70
169000
3000
do t'ju kishte marrur së paku dy vite
03:07
and it would have cost about two million dollars.
71
172000
3000
dhe do t'ju kushtonte rreth dy miljonë dollarë.
03:10
And that's nothing.
72
175000
2000
Dhe kjo nuk është asgjë.
03:12
There is one project in the California court system right now
73
177000
2000
03:14
that so far cost taxpayers
74
179000
2000
03:16
two billion dollars,
75
181000
2000
dy miljardë dollarë,
03:18
and it doesn't work.
76
183000
2000
dhe nuk funksionon.
03:20
And there are projects like this
77
185000
2000
Dhe ka projekte të këtilla
03:22
at every level of government.
78
187000
2000
në gjdo nivel të qeverisë.
03:24
So an app that takes a couple of days to write
79
189000
4000
03:28
and then spreads virally,
80
193000
2000
dhe më pastaj shprendahet viralishtë
03:30
that's sort of a shot across the bow
81
195000
2000
pra ky është një qellim që arrihet
03:32
to the institution of government.
82
197000
2000
tek institucjonet e qeverisë.
03:34
It suggests how government could work better --
83
199000
2000
03:36
not more like a private company,
84
201000
2000
jo më shumë sikurse një kompani private,
03:38
as many people think it should.
85
203000
2000
siq shumë njerëz mendoj se duhet të jetë.
03:40
And not even like a tech company,
86
205000
2000
Madje jo as sikruse një kompani teknologjije,
03:42
but more like the Internet itself.
87
207000
3000
mirpo më tepër sikurse interneti vetë.
03:45
And that means permissionless,
88
210000
2000
Dhe kjo do të thotë me leje,
03:47
it means open, it means generative.
89
212000
3000
ka kuptimin të jetë e hapur, gjenerative.
03:51
And that's important.
90
216000
2000
Dhe kjo është me rendësi.
03:53
But what's more important about this app
91
218000
2000
03:55
is that it represents how a new generation
92
220000
2000
03:57
is tackling the problem of government --
93
222000
3000
duke i përcjellur problemet e qeverisë --
04:00
not as the problem of an ossified institution,
94
225000
3000
jo sikruse një problem i pazgjidhur institucjonalë,
04:03
but as a problem of collective action.
95
228000
2000
mirpo si një problem i përbashkët.
04:05
And that's great news,
96
230000
2000
Dhe ai është lajmë i mirë,
04:07
because, it turns out, we're very good at collective action
97
232000
3000
04:10
with digital technology.
98
235000
2000
me teknologjin digjitale.
04:12
Now there's a very large community of people
99
237000
2000
Tani është një komuniteti i madhë njerëzish
04:14
that are building the tools that we need
100
239000
2000
04:16
to do things together effectively.
101
241000
2000
04:18
It's not just Code for America fellows,
102
243000
2000
Nuk është vetem kodi për bashkëqytetarët Amerikanë,
04:20
there are hundreds of people all over the country
103
245000
2000
janë me mijera njerëz rreth e qarkë shtetit
04:22
that are standing and writing civic apps
104
247000
2000
04:24
every day in their own communities.
105
249000
4000
gjdo ditë në komunitetet e tyre.
04:28
They haven't given up on government.
106
253000
2000
04:30
They are frustrated as hell with it,
107
255000
2000
Janë të flustruar si treqi më të,
04:32
but they're not complaining about it,
108
257000
2000
04:34
they're fixing it.
109
259000
2000
ata po e përmisojnë atë.
04:36
And these folks know something
110
261000
2000
Dhe këta djema dinë diqka
04:38
that we've lost sight of.
111
263000
2000
që ne nuk e dimë.
04:40
And that's that when you strip away all your feelings
112
265000
2000
04:42
about politics and the line at the DMV
113
267000
2000
rreth politikës dhe linjes tek DMV
04:44
and all those other things
114
269000
2000
dhe të gjitha këto gjërat tjera
04:46
that we're really mad about,
115
271000
2000
04:48
government is, at its core,
116
273000
3000
qeveria është, tek vlera e sajë,
04:51
in the words of Tim O'Reilly,
117
276000
2000
në boten e Tim O'Reilly,
04:53
"What we do together that we can't do alone."
118
278000
3000
"Atë që ne e bejmë së bashku, ne nuk mund ta bejmë të vetëm."
04:58
Now a lot of people have given up on government.
119
283000
2000
Tani shumë njerëz kanë dhenë dorëheqje në qeveri.
05:00
And if you're one of those people,
120
285000
2000
Dhe nëse nuk jeni njëri nga ta,
05:02
I would ask that you reconsider,
121
287000
3000
Do t'ju pyesja të ri-konsideronit,
05:05
because things are changing.
122
290000
2000
spese gjërat po ndryshojnë.
05:07
Politics is not changing;
123
292000
3000
Politika nuk po ndryshonë;
05:10
government is changing.
124
295000
2000
qeveria po ndryshonë.
05:12
And because government
125
297000
2000
Dhe sepse qeveria
05:14
ultimately derives its power from us --
126
299000
2000
ultimatikisht dërgon fuqinë nga ne --
05:16
remember "We the people?" --
127
301000
2000
mos harroni " Ne njerëzot? --
05:18
how we think about it
128
303000
2000
se si mendojmë rreth sajë
05:20
is going to effect how that change happens.
129
305000
3000
do të ketë efekt tek ai ndryshim që ndodhë.
05:23
Now I didn't know very much about government when I started this program.
130
308000
3000
05:26
And like a lot of people,
131
311000
2000
Dhe sikurse shumë njerëz,
05:28
I thought government was basically about getting people elected to office.
132
313000
3000
05:31
Well after two years, I've come to the conclusion
133
316000
2000
05:33
that, especially local government,
134
318000
2000
që se veqanarisht qeveria lokale,
05:35
is about opossums.
135
320000
3000
është e paaktivizuarë.
05:38
This is the call center for the services and information line.
136
323000
3000
05:41
It's generally where you will get
137
326000
2000
Në përgjëthsi ju do të keni këtë
05:43
if you call 311 in your city.
138
328000
2000
kur ju thirrni 311 në qytetin tuaj.
05:45
If you should ever have the chance
139
330000
2000
Nese do kishi shancën që ndonjëher
05:47
to staff your city's call center,
140
332000
2000
05:49
as our fellow Scott Silverman did as part of the program --
141
334000
2000
siq bashkëqytetari ynë Scott Silverman bëri si pjesë e programit---
05:51
in fact, they all do that --
142
336000
2000
në faktë,ata të gjithë e bejnë --
05:53
you will find that people call government
143
338000
3000
ju do ta gjeni se njerëzit thërrasin qeverinë
05:56
with a very wide range of issues,
144
341000
2000
05:58
including having an opossum stuck in your house.
145
343000
3000
06:01
So Scott gets this call.
146
346000
2000
Pra Scott merrë këtë thirrje.
06:03
He types "Opossum" into this official knowledge base.
147
348000
2000
06:05
He doesn't really come up with anything. He starts with animal control.
148
350000
3000
Ai me të vërtet nuk gjen asgjë. Ai fillonë me kontrollimin e kafëshve.
06:08
And finally, he says, "Look, can you just open all the doors to your house
149
353000
3000
06:11
and play music really loud
150
356000
2000
06:13
and see if the thing leaves?"
151
358000
2000
dhe të shihni nëse ajo gjëja iken?"
06:15
So that worked. So booya for Scott.
152
360000
3000
Pra ajo funksionoi. Pra booya për Scott.
06:18
But that wasn't the end of the opossums.
153
363000
2000
Mirpo ky nuk ishte fundi i problemit.
06:20
Boston doesn't just have a call center.
154
365000
2000
06:22
It has an app, a Web and mobile app,
155
367000
2000
06:24
called Citizens Connect.
156
369000
2000
të quajtur Lidhja me qytetarët 'Citizens Connect'.
06:26
Now we didn't write this app.
157
371000
2000
Ne nuk e shkruam këtë aplikacionë.
06:28
This is the work of the very smart people
158
373000
2000
06:30
at the Office of New Urban Mechanics in Boston.
159
375000
2000
tek zyra e New Urban Mechanics në Bostonë.
06:32
So one day -- this is an actual report -- this came in:
160
377000
3000
06:35
"Opossum in my trashcan. Can't tell if it's dead.
161
380000
3000
"problemi në shporten time. Smund ta themi nëese është i përfunduar.
06:38
How do I get this removed?"
162
383000
3000
Si ta heqim qafe këtë?"
06:41
But what happens with Citizens Connect is different.
163
386000
2000
Mirpo qfar ndodh me Lidhja me qytetarët nese është ndryshe.
06:43
So Scott was speaking person-to-person.
164
388000
3000
Pra Scott ishte duke folur përson me përson.
06:46
But on Citizens Connect everything is public,
165
391000
2000
06:48
so everybody can see this.
166
393000
2000
pra gjdokush mund ta sheh këtë.
06:50
And in this case, a neighbor saw it.
167
395000
2000
06:52
And the next report we got said,
168
397000
2000
Dhe raporti tjetër që morrem tha,
06:54
"I walked over to this location,
169
399000
2000
"Unë kalova mbi këtë stacionë,
06:56
found the trashcan behind the house.
170
401000
2000
gjeta shporten mbara shtëpis.
06:58
Opossum? Check. Living? Yep.
171
403000
3000
Probmei? Kontrollo. Jetesa? Po.
07:01
Turned trashcan on its side. Walked home.
172
406000
2000
Vendose shporten në vendin e saj. Eca për në shtëpi
07:03
Goodnight sweet opossum."
173
408000
2000
Naten e mirë i bukuri problem."
07:05
(Laughter)
174
410000
2000
(Qeshen)
07:07
Pretty simple.
175
412000
2000
Shumë thjeshtë.
07:09
So this is great. This is the digital meeting the physical.
176
414000
3000
Pra ky është i mirë. Ky është takimi digjital me atë fizikë.
07:12
And it's also a great example
177
417000
2000
Gjithashtu është një shembull i mirë
07:14
of government getting in on the crowd-sourcing game.
178
419000
3000
07:17
But it's also a great example of government as a platform.
179
422000
3000
07:20
And I don't mean necessarily
180
425000
2000
Dhe nuk mendoj në kuptimin e nevojëshmërisë
07:22
a technological definition of platform here.
181
427000
2000
një definicjonë i platformës teknologjike këtu.
07:24
I'm just talking about a platform for people
182
429000
2000
07:26
to help themselves and to help others.
183
431000
3000
07:30
So one citizen helped another citizen,
184
435000
2000
Pra një qytetarë i ndihmoi një qytetari tjetër,
07:32
but government played a key role here.
185
437000
2000
07:34
It connected those two people.
186
439000
3000
I ka lidhurë këta dy njerëz.
07:37
And it could have connected them with government services if they'd been needed,
187
442000
3000
07:40
but a neighbor is a far better and cheaper alternative
188
445000
3000
07:43
to government services.
189
448000
2000
për shërbimet e qeverisë.
07:45
When one neighbor helps another,
190
450000
2000
Kur një kusherinë i ndihmonë një tjetëri,
07:47
we strengthen our communities.
191
452000
2000
ne e forcojmë komunitetinë tonë.
07:49
We call animal control, it just costs a lot of money.
192
454000
3000
Ne e quajmë kontrollimi i kafshëve, vetem kushton një malë me para.
07:54
Now one of the important things we need to think about government
193
459000
2000
07:56
is that it's not the same thing as politics.
194
461000
3000
07:59
And most people get that,
195
464000
2000
Dhe shumica e njerëzve mendoj njësoi,
08:01
but they think that one is the input to the other.
196
466000
3000
08:04
That our input to the system of government
197
469000
2000
Që hyrja jonë për sistemin e qeverisë
08:06
is voting.
198
471000
2000
është votimi.
08:08
Now how many times have we elected a political leader --
199
473000
2000
Tani, sa herë kemi zgjedhur një lidër politikë --
08:10
and sometimes we spend a lot of energy
200
475000
2000
dhe disa herë kemi shpenzuar shumë energji
08:12
getting a new political leader elected --
201
477000
3000
08:15
and then we sit back and we expect government
202
480000
2000
dhe pastaj ulemi dhe presim që qeveria
08:17
to reflect our values and meet our needs,
203
482000
4000
08:21
and then not that much changes?
204
486000
4000
08:25
That's because government is like a vast ocean
205
490000
3000
Ajo është sepse qeveria është sikruse oqeani i pamasë
08:28
and politics is the six-inch layer on top.
206
493000
4000
08:32
And what's under that
207
497000
2000
Dhe qfar ka përfundi saj
08:34
is what we call bureaucracy.
208
499000
2000
është ajo që ne e quajmë byrokraci.
08:36
And we say that word with such contempt.
209
501000
3000
Ne themi se bota me përbuzje të tilla.
08:39
But it's that contempt
210
504000
2000
Mirpo është ajo përbuzje
08:41
that keeps this thing that we own
211
506000
3000
që e mbanë këtë gjën që ne e posedojmë
08:44
and we pay for
212
509000
2000
dhe paguajmë që
08:46
as something that's working against us, this other thing,
213
511000
3000
08:49
and then we're disempowering ourselves.
214
514000
3000
dhe pastaj na këthehet kundër nesh.
08:52
People seem to think politics is sexy.
215
517000
3000
08:55
If we want this institution to work for us,
216
520000
3000
08:58
we're going to have to make bureaucracy sexy.
217
523000
3000
ne duhet ta bejmë byrokracinë seksi.
09:01
Because that's where the real work of government happens.
218
526000
4000
Sepse ajo është menyra reale sesi qeveri funksiononë.
09:05
We have to engage with the machinery of government.
219
530000
3000
Ne duhet të bashkëveprojmë me mekaniken e qeverisë.
09:08
So that's OccupytheSEC movement has done.
220
533000
2000
Që ajo OccupythSEC ka shkuarë.
09:10
Have you seen these guys?
221
535000
2000
I keni parë këtë djema?
09:12
It's a group of concerned citizens
222
537000
2000
Është një grup i qytetarëve të brengosur
09:14
that have written a very detailed
223
539000
2000
që ne kemi shkruar një raport detal
09:16
325-page report
224
541000
2000
me 325 faqe
09:18
that's a response to the SEC's request for comment
225
543000
2000
ajo është përgjigjëja për SEC' kërkesa për
09:20
on the Financial Reform Bill.
226
545000
2000
reformat e faturave financiare.
09:22
That's not being politically active,
227
547000
2000
Ajo nuk është të qenit politikishtë aktivë,
09:24
that's being bureaucratically active.
228
549000
3000
ajo është të qenit byrokratikishtë aktivë.
09:28
Now for those of us who've given up on government,
229
553000
3000
09:31
it's time that we asked ourselves
230
556000
2000
është koha që ta pyesim vetveten
09:33
about the world that we want to leave for our children.
231
558000
3000
09:36
You have to see the enormous challenges
232
561000
2000
Ju duhet të shihni sfidat e panumërta
09:38
that they're going to face.
233
563000
3000
që ata duhet të takojnë.
09:41
Do we really think we're going to get where we need to go
234
566000
3000
09:44
without fixing the one institution
235
569000
2000
pa e rregulluar një institucjonë të vetem
09:46
that can act on behalf of all of us?
236
571000
2000
09:48
We can't do without government,
237
573000
2000
Ne nuk mund ta bejmë pa qeverinë,
09:50
but we do need it
238
575000
2000
mirpo ne duhet ta bejmë
09:52
to be more effective.
239
577000
2000
për të qen më efektivë.
09:54
The good news is that technology is making it possible
240
579000
2000
09:56
to fundamentally reframe
241
581000
2000
tek korniza e bazamentit
09:58
the function of government
242
583000
2000
funksioni i qeverisë
10:00
in a way that can actually scale
243
585000
3000
10:03
by strengthening civil society.
244
588000
2000
duke e forcuar shoqërin civile.
10:05
And there's a generation out there that's grown up on the Internet,
245
590000
3000
10:08
and they know that it's not that hard
246
593000
2000
10:10
to do things together,
247
595000
2000
për ti berë gjërat së bashku,
10:12
you just have to architect the systems the right way.
248
597000
4000
duhet vetem ta arqitektojmë sistemin në menyrën e duhur.
10:16
Now the average age of our fellows is 28,
249
601000
3000
Tani mosha mesatare e bashkëqytetarve tanë është 28,
10:19
so I am, begrudgingly,
250
604000
2000
pra unë jam më i moshuari,
10:21
almost a generation older than most of them.
251
606000
3000
10:24
This is a generation
252
609000
2000
Kjo është një gjeneratë
10:26
that's grown up taking their voices pretty much for granted.
253
611000
3000
10:29
They're not fighting that battle that we're all fighting
254
614000
2000
10:31
about who gets to speak;
255
616000
2000
rreth asaj që kush duhet të flasë.
10:33
they all get to speak.
256
618000
2000
ata të gjithë mund të flasinë.
10:35
They can express their opinion
257
620000
2000
Ata mund të shfaqin opinionet e tyre
10:37
on any channel at any time,
258
622000
2000
në ndonjë kanalë në secilen orë,
10:39
and they do.
259
624000
2000
dha ashtu e bejnë.
10:41
So when they're faced with the problem of government,
260
626000
3000
10:44
they don't care as much
261
629000
2000
nuk mërziten sa
10:46
about using their voices.
262
631000
2000
rreth asaj të zërit të tyre.
10:48
They're using their hands.
263
633000
2000
Ata po përdorin duart e tyre.
10:50
They're using their hands
264
635000
2000
Ata po përdorin duart e tyre
10:52
to write applications that make government work better.
265
637000
3000
10:55
And those applications let us use our hands
266
640000
3000
dhe këto aplikacione na mundësojnë neve ti përdorim duart tona
10:58
to make our communities better.
267
643000
3000
11:01
That could be shoveling out a hydrant, pulling a weed,
268
646000
3000
Ata mund ta nxierrin jasht një hidrant,
11:04
turning over a garbage can with an opossum in it.
269
649000
4000
11:08
And certainly, we could have been shoveling out those fire hydrants all along,
270
653000
3000
11:11
and many people do.
271
656000
2000
dhe shumë njerëz e bejnë.
11:13
But these apps are like little digital reminders
272
658000

11:16
that we're not just consumers,
273
661000
2000
që ne nuk jemi vetem konsumatorë,
11:18
and we're not just consumers of government,
274
663000
2000
11:20
putting in our taxes and getting back services.
275
665000
3000
11:23
We're more than that,
276
668000
2000
Ne jemi më tepër se ajo,
11:25
we're citizens.
277
670000
2000
ne jemi qytetarë
11:27
And we're not going to fix government
278
672000
3000
Dhe ne nuk do ta përmisojmë qeverinë
11:30
until we fix citizenship.
279
675000

gjërsa të rregullojmë qytetriminë.
11:33
So the question I have for all of you here:
280
678000
4000
11:37
When it comes to the big, important things
281
682000
2000
11:39
that we need to do together,
282
684000
2000
11:41
all of us together,
283
686000
2000
të gjithë ne së bashku,
11:43
are we just going to be a crowd of voices,
284
688000
3000
do të jemi vetem një zë i turmes,
11:46
or are we also going to be
285
691000
2000
apo gjithashtu ne do të jemi
11:48
a crowd of hands?
286
693000
2000
një dorë e grupit?
11:50
Thank you.
287
695000
2000
Faliminderit.
11:52
