Hoje quero falar de alguns dos problemas

is some of the problemsproblemas that the militarymilitares of the WesternWestern worldmundo --

00:29
If you think about the sortstipos of things

2000
Se pensarmos no tipo de coisas
00:31
that we'venós temos sentenviei AustralianAustraliano militarymilitares personnelpessoal to in recentrecente yearsanos,
6
16000
3000
para que temos enviado os militares
australianos nestes últimos anos,
00:34
we'venós temos got obviousóbvio things like IraqIraque and AfghanistanAfeganistão,
7
19000
3000
temos coisas óbvias,
como o Iraque e o Afeganistão,
00:37
but you've alsoAlém disso got things like EastLeste TimorTimor

00:41
And a lot of these deploymentsimplantações
10
26000

Muitos destes destacamentos
00:43
that we're actuallyna realidade sendingenviando militarymilitares personnelpessoal to these daysdias

3000
para onde enviamos militares, atualmente,
00:46
aren'tnão são traditionaltradicional warsguerras.
12
31000
2000
não são guerras tradicionais.
00:48
In factfacto, a lot of the jobsempregos
13
33000
2000
Muitas das tarefas que pedimos
aos nossos militares, nestas situações,
00:50
that we're askingPerguntando the militarymilitares personnelpessoal to do in these situationssituações

3000
00:53
are onesuns that, in theirdeles ownpróprio countriespaíses, in AustraliaAustrália, the UnitedUnidos StatesEstados-Membros and so on,
15
38000
3000
são as que, nos seus países,
n Austrália, nos EUA, etc.,
00:56
would actuallyna realidade be donefeito by policepolícia officersoficiais.
16
41000
3000
seriam feitas pelas forças policiais.
00:59
And so there's a bunchgrupo of problemsproblemas that come up
17
44000
2000
Por isso, surgem muitos problemas
para os militares, nestas situações,
01:01
for militarymilitares personnelpessoal in these situationssituações,
18
46000
2000
01:03
because they're doing things that they haven'tnão tem really been trainedtreinado for,
19
48000
3000
porque estão a fazer coisas
para as quais não foram treinados.
01:06
and they're doing things
20
51000
2000
Estão a fazer coisas que
aqueles que as fazem, nos seus países,
01:08
that those who do them in theirdeles ownpróprio countriespaíses
21
53000

01:11

22
56000
2000
receberam formação muito diferente
01:13
and equippedequipado very differentlydiferente for.
23
58000
2000
e estão equipados
de forma muito diferente.
01:15
Now there's a bunchgrupo of reasonsrazões why
24
60000
2000
Há uma série de razões
para enviarmos militares
01:17
we actuallyna realidade do sendenviar militarymilitares personnelpessoal
25
62000
2000
01:19
ratherem vez than policepolícia to do these jobsempregos.
26
64000
2000
em vez de agentes da polícia,
para essas tarefas.
01:21
If AustraliaAustrália had to sendenviar a thousandmil people tomorrowamanhã
27
66000
3000
Se, amanhã, a Austrália tivesse
que enviar mil pessoas,
01:24
to WestOeste PapuaPapua for exampleexemplo,
28
69000
2000
para a Papua Ocidental por exemplo,
01:26
we don't have a thousandmil policepolícia officersoficiais hangingsuspensão around
29
71000
2000
não temos disponíveis
mil agentes da polícia
01:28
that could just go tomorrowamanhã
30
73000
2000
que pudessem ir amanhã
01:30
and we do have a thousandmil soldierssoldados that could go.
31
75000
2000
mas temos mil soldados que podiam ir.
01:32
So when we have to sendenviar someonealguém, we sendenviar the militarymilitares --
32
77000
3000
Quando temos que enviar alguém,
enviamos os militares,
01:35
because they're there, they're availableacessível
33
80000
2000
porque esses estão disponíveis
01:37
and, heckheck, they're used to going off and doing these things
34
82000
2000
e estão habituados a deslocar-se
e a viverem por sua conta.
01:39
and livingvivo by themselvessi mesmos
35
84000
2000
01:41
and not havingtendo all this extraextra supportApoio, suporte.
36
86000
2000
Não precisam de apoio extra.
01:43
So they are ablecapaz to do it in that sensesentido.
37
88000
2000
Nesse sentido, eles são competentes.
01:45
But they aren'tnão são trainedtreinado in the samemesmo way that policepolícia officersoficiais are
38
90000
3000
Mas não têm a mesma formação
que os agentes da polícia
01:48
and they're certainlyCertamente not equippedequipado in the samemesmo way policepolícia officersoficiais are.
39
93000
3000
e não estão equipados do mesmo modo
que os agentes da polícia.
01:51
And so this has raisedlevantado a bunchgrupo of problemsproblemas for them
40
96000
2000
Isso tem-lhes levantado
uma série de problemas
01:53
when dealinglidando with these sortstipos of issuesproblemas.
41
98000
2000
quando lidam com este tipo de problemas.
01:55
One particularespecial thing that's come up
42
100000
2000
Uma coisa em especial que surge,
01:57
that I am especiallyespecialmente interestedinteressado in
43
102000
2000
e em que eu estou
especialmente interessado,
01:59
is the questionquestão of whetherse,
44
104000
2000
é a questão de saber
02:01
when we're sendingenviando militarymilitares personnelpessoal to do these sortstipos of jobsempregos,
45
106000
2000
se, quando enviamos militares
para esse tipo de tarefas,
02:03
we oughtdeveria to be equippingequipando them differentlydiferente,
46
108000
2000
devemos equipá-los de modo diferente,
02:05
and in particularespecial, whetherse we oughtdeveria to be givingdando them accessAcesso
47
110000
2000
especialmente, se devemos dar-lhes acesso
02:07
to some of the sortstipos of non-lethalnão letal weaponsarmas that policepolícia have.
48
112000
3000
ao mesmo tipo de armas não letais
que a polícia tem.
02:10
SinceDesde they're doing some of these samemesmo jobsempregos,
49
115000
2000
Como eles estão a fazer
algumas das mesmas tarefas
02:12
maybe they should have some of those things.
50
117000
2000
talvez devessem ter
o mesmo tipo de coisas.
02:14
And of coursecurso, there's a rangealcance of placeslocais
51
119000
2000
Claro, há uma série de locais
02:16
where you'dvocê gostaria think those things would be really usefulútil.
52
121000
2000
em que essas coisas
seriam realmente úteis.
02:18
So for exampleexemplo, when you've got militarymilitares checkpointspontos de verificação.
53
123000
3000
Por exemplo, no que respeita
a postos militares de controlo.
02:21
If people are approachingaproximando-se these checkpointspontos de verificação
54
126000
2000
Se as pessoas se aproximam
desses postos de controlo
02:23
and the militarymilitares personnelpessoal there are unsureNão tem certeza
55
128000
2000
e os militares não têm a certeza
se essas pessoas são hostis ou não.
02:25
whetherse this person'spessoas hostilehostil or not.
56
130000
2000
02:27
Say this personpessoa approachingaproximando-se here,
57
132000
2000
Digamos que esta pessoa
está a aproximar-se e eles pensam:
02:29
and they say, "Well is this a suicidesuicídio bomberbombardeiro or not?
58
134000
2000
"Será um bombista suicida ou não?
02:31
Have they got something hiddenescondido undersob theirdeles clothingroupas? What's going to happenacontecer?"
59
136000
2000
"Terá alguma coisa escondida
debaixo da roupa? Que irá acontecer?"
02:33
They don't know whetherse this person'spessoas hostilehostil or not.
60
138000
2000
02:35
If this personpessoa doesn't followSegue directionsinstruções,
61
140000
2000
Não sabem se essa pessoa é hostil ou não.
02:37
then they maypode endfim up shootingtiroteio them
62
142000
2000
Se essa pessoa não obedece às indicações,
02:39
and then find out afterwarddepois
63
144000
2000
podem acabar por lhe dar um tiro
e virem a descobrir depois
que tinham alvejado a pessoa certa
02:41
eitherou, yes, we shottiro the right personpessoa,
64
146000
2000
02:43
or, no, this was just an innocentinocente personpessoa
65
148000
2000
ou que era apenas uma pessoa inocente
02:45
who didn't understandCompreendo what was going on.
66
150000
2000
que não percebera
o que se estava a passar.
02:47
So if they had non-lethalnão letal weaponsarmas
67
152000
2000
Se eles tivessem armas não letais, diriam:
02:49
then they would say, "Well we can use them in that sortordenar of situationsituação.
68
154000
2000
"Podemos usá-las neste tipo de situações.
02:51
If we shootatirar someonealguém who wasn'tnão foi hostilehostil,
69
156000
2000
"Se atingirmos alguém que não era hostil,
pelo menos, não a matámos".
02:53
at leastpelo menos we haven'tnão tem killedmorto them."
70
158000
2000
02:55
AnotherOutro situationsituação.
71
160000
2000
Outra situação.
02:57
This photofoto is actuallyna realidade from one of the missionsmissões
72
162000
2000
Esta foto é de uma das missões
nos Balcãs, no final dos anos 90.
02:59
in the BalkansBalcãs in the lateatrasado 1990s.
73
164000
2000
03:01
Situation'sSituação a little bitpouco differentdiferente
74
166000
2000
A situação é um pouco diferente.
03:03
where perhapspossivelmente they know someonealguém who'squem é hostilehostil,
75
168000
2000
Provavelmente, sabem
que uma pessoa é hostil,
03:05
where they'veeles têm got someonealguém shootingtiroteio at them
76
170000
2000
há alguém a disparar sobre eles
03:07
or doing something elseoutro that's clearlyclaramente hostilehostil, throwingjogando rockspedras, whatevertanto faz.
77
172000
3000
ou a fazer qualquer coisa nitidamente
hostil, atirar pedras, etc.
03:10
But if they respondresponder, there's a rangealcance of other people around,
78
175000
3000
Se ripostarem,
há uma série de pessoas à volta
03:13
who are innocentinocente people who mightpoderia alsoAlém disso get hurtferido --
79
178000
3000
que são pessoas inocentes
que podem ficar feridas
03:16
be collateralgarantia damagedanificar that the militarymilitares oftenfrequentemente doesn't want to talk about.
80
181000
4000
— danos colaterais de que os militares
não gostam de falar.
03:20
So again, they would say, "Well if we have accessAcesso to non-lethalnão letal weaponsarmas,
81
185000
2000
Diriam: "Se tivéssemos acesso
a armas não letais,
03:22
if we'venós temos got someonealguém we know is hostilehostil,
82
187000
2000
"se houvesse alguém
que sabemos ser hostil,
03:24
we can do something to dealacordo with them
83
189000
2000
"podíamos lidar com eles
03:26
and know that if we hitacertar anyonealguém elseoutro around the placeLugar, colocar,
84
191000
2000
"e, se atingíssemos alguém ali à roda,
pelo menos, não mataríamos ninguém".
03:28
at leastpelo menos, again, we're not going to killmatar them."
85
193000
2000
03:30
AnotherOutro suggestionsugestão has been,
86
195000
2000
Outra sugestão:
03:32
sinceDesde a we're puttingcolocando so manymuitos robotsrobôs in the fieldcampo,
87
197000
2000
como estamos a pôr
tantos robôs no terreno,
03:34
we can see the time comingchegando
88
199000
2000
podemos chegar a ver uma altura
03:36
where they're actuallyna realidade going to be sendingenviando robotsrobôs out in the fieldcampo that are autonomousAutônomo.
89
201000
3000
em que eles enviem robôs para o terreno,
que sejam autónomos.
03:39
They're going to make theirdeles ownpróprio decisionsdecisões about who to shootatirar and who not to shootatirar
90
204000
3000
Vão tomar decisões por si mesmos
sobre quem alvejar ou não,
03:42
withoutsem a humanhumano in the looploop.
91
207000
2000
sem a intervenção duma pessoa.
03:44
And so the suggestionsugestão is, well hey,
92
209000
2000
Portanto, a sugestão é:
03:46
if we're going to sendenviar robotsrobôs out and allowpermitir them to do this,
93
211000
2000
Se vamos enviar robôs
e permitir-lhes fazer isso,
03:48
maybe it would be a good ideaidéia, again, with these things
94
213000
3000
talvez fosse boa ideia, com estas coisas,
03:51
if they were armedarmado with non-lethalnão letal weaponsarmas
95
216000
2000
que estivessem armados
com armas não letais
03:53
so that if the robotrobô makesfaz com que a badmau decisiondecisão and shootsdispara the wrongerrado personpessoa,
96
218000
3000
para que, se o robô
tomar uma decisão errada,
03:56
again, they haven'tnão tem actuallyna realidade killedmorto them.
97
221000
2000
e alvejar a pessoa errada, não a mate.
03:58
Now there's a wholetodo rangealcance of differentdiferente sortstipos of non-lethalnão letal weaponsarmas,
98
223000
3000
Há uma enorme gama
de tipos diferentes de armas não letais,
04:01
some of whichqual are obviouslyobviamente availableacessível now,
99
226000
2000
algumas das quais estão já disponíveis,
04:03
some of whichqual they're developingem desenvolvimento.
100
228000
2000
outras estão a ser aperfeiçoadas.
04:05
So you've got traditionaltradicional things like pepperpimenta sprayspray,
101
230000
2000
Temos as coisas tradicionais
como o gás pimenta,
04:07

04:16

106
241000
2000
04:18
You've got non-lethalnão letal shotgunespingarda roundsrodadas
107
243000
2000
Temos cartucheiras

04:20

04:22

109
247000
2000
04:24
And this one in the middlemeio here, the largeampla truckcaminhão,
110

Este aqui no meio, o camião grande,
04:27
is actuallyna realidade calledchamado the ActiveAtivo DenialNegação SystemSistema --

04:29

112
254000
3000
— uma coisa em que os militares dos EUA
estão a trabalhar atualmente.
04:32
It's essentiallyessencialmente a biggrande microwavemicro-ondas transmittertransmissor.
113
257000
3000
É essencialmente uma grande
transmissor de micro-ondas.
04:35
It's sortordenar of your classicclássico ideaidéia of a heatcalor rayRay.
114
260000
3000
É uma espécie da nossa ideia clássica
de um raio de calor.
04:38
It goesvai out to a really long distancedistância,
115
263000
3000
Tem um grande poder de alcance,
04:41
comparedcomparado to any of these other sortstipos of things.
116
266000
2000
em comparação com qualquer
outra destas coisas.
04:43
And anybodyqualquer pessoa who is hitacertar with this
117
268000
2000
Qualquer pessoa atingida por isto
sente aquela súbita onda de calor,
04:45
feelssente this suddende repente burstexplosão of heatcalor
118
270000
2000
04:47
and just wants to get out of the way.
119
272000
2000
e só quer afastar-se do caminho.
04:49
It is a lot more sophisticatedsofisticado than a microwavemicro-ondas ovenforno,
120
274000
3000
É muito mais sofisticado do que
um forno de micro-ondas,
04:52
but it is basicallybasicamente boilingebulição the wateragua moleculesmoléculas
121
277000

04:54

122

04:56
So you feel this massivemaciço heatcalor,
123
281000
2000
Por isso, sentimos aquele enorme calor e:
04:58
and you go, "I want to get out of the way."
124

05:00
And they're thinkingpensando, well this will be really usefulútil

Pensa-se que é deveras útil

05:10
we can do that with these sortstipos of things.
129

podemos fazê-lo com este tipo de coisas.
05:13
So obviouslyobviamente there's a wholetodo rangealcance of differentdiferente sortstipos

Obviamente, há toda uma gama
de tipos diferentes
05:15

05:18
and there's a wholetodo rangealcance of situationssituações

133
305000

"Estas coisas podem ser muito úteis".
05:23
But as I said,
134
308000
2000
Mas, conforme eu disse,
05:25
the militarymilitares and the policepolícia
135
310000
2000
os militares e os agentes da polícia
são muito diferentes.
05:27

MilitaryMilitar personnelpessoal are beingser trainedtreinado for warguerra,
151
346000
3000
Os militares são treinados para a guerra,
06:04
so they're trainedtreinado that, as soonem breve as things go badmau,

06:22

that theirdeles attitudeatitude to the use of non-lethalnão letal weaponsarmas

160
372000

06:30
And sinceDesde a we'venós temos already had so manymuitos problemsproblemas
161
375000
2000
E como já temos tido tantos problemas
06:32
with policepolícia use of non-lethalnão letal weaponsarmas in variousvários waysmaneiras,
162
377000
3000
com o uso de armas não letais pela polícia,
06:35
I thought it would be a really good ideaidéia to look at some of those things
163
380000
3000
achei que seria boa ideia
olhar para algumas dessas coisas
06:38
and try to relaterelacionar it to the militarymilitares contextcontexto.
164
383000
2000
e tentar relacioná-las

06:40
And I was really surprisedsurpreso when I startedcomeçado to do this,
165
385000
2000
Fiquei muito surpreendido
quando comecei a fazer isso,
06:42
to see that, in factfacto,
166
387000
2000
por ver que, de facto,
06:44
even those people who were advocatingdefendendo a the use of non-lethalnão letal weaponsarmas by the militarymilitares
167
389000
3000
mesmo as pessoas que defendem o uso

06:47
hadn'tnão tinha actuallyna realidade donefeito that.
168
392000
2000

06:49
They generallygeralmente seemparecem to think,
169
394000
2000
Devem pensar, com certeza:
06:51
"Well, why would we careCuidado what's happenedaconteceu with the policepolícia?
170
396000
2000
"Porquê preocupar-nos

06:53
We're looking at something differentdiferente,"
171
398000

06:55
and didn't seemparecem to recognizereconhecer, in factfacto,

they were looking at prettybonita much the samemesmo stuffcoisa.
173
402000

praticamente para a mesma coisa.
06:59
So I actuallyna realidade startedcomeçado to investigateinvestigar some of those issuesproblemas
174
404000
2000
Eu comecei a investigar
alguns desses problemas
07:01
and have a look
175
406000
2000
e a observar a forma
como a polícia usa as armas não letais,
07:03
at the way that policepolícia use non-lethalnão letal weaponsarmas when they're introducedintroduziu
176
408000
3000
07:06
and some of the problemsproblemas that mightpoderia arisesurgir
177
411000

07:10

179
415000
2000
quando elas foram introduzidas.
07:12
And of coursecurso, beingser AustralianAustraliano,
180
417000
2000
Como sou australiano, comecei a observar
as coisas na Austrália,
07:14
I startedcomeçado looking at stuffcoisa in AustraliaAustrália,
181
419000
2000
07:16
knowingsabendo, again, from my ownpróprio experienceexperiência about variousvários timesvezes

183
424000
3000
em que as armas não letais
foram introduzidas na Austrália.
07:22
So one of the things I particularlyparticularmente lookedolhou at
184
427000
2000
Uma das coisas que observei,
em especial, foi o uso do gás OC,
07:24
was the use of O.C. sprayspray,
185
429000
2000
07:26
oleoresinoleorresina capsicumCapsicum sprayspray, pepperpimenta sprayspray,
186
431000
2000
— o gás Oleorresina Capsicum,
ou gás pimento —
07:28
by AustralianAustraliano policepolícia
187
433000
2000
pela polícia australiana.
07:30
and seeingvendo when that had been introducedintroduziu, what had happenedaconteceu
188
435000
2000
Ver quando tinha sido introduzido,
o que tinha acontecido,
07:32
and those sortstipos of issuesproblemas.
189
437000
2000
e esse tipo de questões.
07:34
And one studyestude that I foundencontrado,
190
439000
2000
Encontrei um estudo, especialmente
interessante, em Queensland,
07:36
a particularlyparticularmente interestinginteressante one,
191
441000
2000
07:38
was actuallyna realidade in QueenslandQueensland,
192
443000
2000
porque tiveram lá um período experimental
para o uso do gás pimenta
07:40
because they had a trialtentativas periodperíodo for the use of pepperpimenta sprayspray
193
445000
3000
07:43
before they actuallyna realidade introducedintroduziu it more broadlyem linhas gerais.
194
448000
3000
antes de ser introduzido
mais alargadamente.
07:46
And I wentfoi and had a look at some of the figuresfiguras here.
195
451000
3000
Observei os números que lá apareciam.
07:49
Now when they introducedintroduziu O.C. sprayspray in QueenslandQueensland,
196
454000
2000
Quando introduziram o gás OVC
em Queensland,
07:51
they were really explicitexplícito.
197
456000
2000
foram muito explícitos.
07:53
The policepolícia ministerministro had a wholetodo heapheap of publicpúblico statementsafirmações madefeito about it.
198
458000
3000
O ministro das polícias fez
várias declarações públicas sobre isso.
07:56
They were sayingdizendo, "This is explicitlyexplicitamente intendedpretendido
199
461000
2000
Disse: "Isto destina-se explicitamente
07:58
to give policepolícia an optionopção
200
463000
2000
"a dar à polícia uma opção
entre gritar e disparar.
08:00
betweenentre shoutinggritando and shootingtiroteio.
201
465000
3000
08:03
This is something they can use insteadem vez de of a firearmarma de fogo
202
468000
3000
"É uma coisa que pode ser usada
em vez duma arma de fogo
08:06
in those situationssituações where they would have previouslyanteriormente had to shootatirar someonealguém."
203
471000
3000
"em situações em que anteriormente
era preciso disparar sobre alguém".
08:09
So I wentfoi and lookedolhou at all of these policepolícia shootingtiroteio figuresfiguras.
204
474000
3000
Então, comecei a observar
aqueles números de disparos da polícia.
08:12
And you can't actuallyna realidade find them very easilyfacilmente
205
477000
2000
Não é muito fácil encontrá-los
08:14
for individualIndividual AustralianAustraliano statesestados.
206
479000
2000
para os estados individuais
australianos.
08:16
I could only find these onesuns.
207
481000
2000
Só consegui encontrar estes
num relatório
08:18
This is from a AustralianAustraliano InstituteInstituto of CriminologyCriminologia reportrelatório.
208
483000
2000
do Instituto Australiano de Criminologia.
08:20
As you can see from the fine printimpressão, if you can readler it at the toptopo:
209
485000
2000
Como podem ver, se conseguirem
ler aqui em cima:
08:22
"PolicePolícia shootingtiroteio deathsmortes" meanssignifica not just people who have been shottiro by policepolícia,
210
487000
3000
"Mortes por tiroteio da polícia"
não são só pessoas alvejadas pela polícia
08:25
but people who have shottiro themselvessi mesmos in the presencepresença of policepolícia.
211
490000
4000
mas pessoas que morreram
na presença da polícia.
08:29
But this is the figuresfiguras acrossatravés the entireinteira countrypaís.
212
494000
2000
Mas são estes os números
que existem por todo o pais.
08:31
And the redvermelho arrowflecha representsrepresenta the pointponto
213
496000
2000
A seta vermelha representa o ponto
em que Queensland disse:
08:33
where QueenslandQueensland actuallyna realidade said,
214
498000
2000
"É aqui que vamos dar a todos os agentes
da polícia do estado
08:35
"Yes, this is where we're going to give all policepolícia officersoficiais acrossatravés the entireinteira stateEstado
215
500000
3000
"o acesso ao gás OC".
08:38
accessAcesso to O.C. sprayspray."
216
503000
2000
08:40
So you can see there were sixseis deathsmortes sortordenar of leadingconduzindo up to it
217
505000
3000
Podem ver que havia seis mortes
que levaram a isso,
08:43
everycada yearano for a numbernúmero of yearsanos.
218
508000
2000
todos os anos, durante uma série de anos.
08:45
There was a spikeEspigão, of coursecurso, a fewpoucos yearsanos before,
219
510000

Tinha havido um pico, uns anos antes,
08:47
but that wasn'tnão foi actuallyna realidade QueenslandQueensland.
220
512000
2000
mas não fora em Queensland.
08:49
AnyoneQualquer um know where that was? Wasn'tNão era PortPorto ArthurArthur, no.
221
514000
3000
Alguém sabe onde foi?
Não, não foi em Port Arthur.
08:52
VictoriaVictoria? Yes, correctum lugar para outro.
222
517000
2000
Victoria? Correto.
08:54
That spikeEspigão was all VictoriaVictoria.
223
519000
3000
Este pico foi em Victoria.
08:57
So it wasn'tnão foi that QueenslandQueensland had a particularespecial problemproblema
224
522000
2000
Portanto, não era Queensland
que tinha um problema especial
08:59
with deathsmortes from policepolícia shootingstiroteios and so on.
225
524000
4000
com mortes provocadas
por tiroteio da polícia.
09:03
So sixseis shootingstiroteios acrossatravés the wholetodo countrypaís,
226
528000
2000
Portanto, seis mortes por todo o país,
09:05
fairlybastante consistentlyconsistentemente over the yearsanos before.
227
530000
2000
muito consistente com os anos anteriores.
09:07
So the nextPróximo two yearsanos were the yearsanos they studiedestudou -- 2001, 2002.

09:32
I'm going to go out on a limbmembro here
237
557000

Vou arriscar aqui e dizer
09:34
and say that if QueenslandQueensland policepolícia didn't have O.C. sprayspray,
238
559000
3000
que, se a polícia de Queensland
não tivesse o gás OC,
09:37
they wouldn'tnão seria have shottiro 2,226 people

não teria matado 2226 pessoas

565000
3000
09:43
