Why you should listen

Before she retired in 2007, Kiran Bedi was one of India’s top cops. As the first and highest-ranking female officer in the national police force, she earned a reputation for being tough yet innovative on the job. Her efforts to prevent crime, reform prisons, end drug abuse, and support women’s causes earned her a Roman Magsaysay Award, the Asian equivalent of the Nobel Prize. Bedi also served as a police adviser to the UN Secretary General.

In retirement, Bedi has become one of the most trusted and admired community leaders in India. She advocates for social change and civic responsibility through her books, columns, and a popular reality-TV show. She reaches out to more than 10,000 people daily through her two NGOs, Navjyoti and India Vision Foundation, which provide education, training, counseling and health care to the urban and rural poor. Her latest initiative, Mission Safer India, aims to ensure that police log and address citizen complaints. Her life is the subject of the 2008 documentary Yes, Madam Sir, narrated by Helen Mirren.

2000
Sizə bir hekayə danışacam.
00:17
It's an Indian story about an Indian woman and her journey.
1
2000
3000
Hindistanlı qadın və onun həyatı haqdadır.
00:20
Let me begin with my parents.
2
5000
3000
Valideyinlərimlə başlamaq istərdim.
00:23
I'm a product of this

2000
Bu qeyri-adi ata və ananın
00:25
visionary mother and father.
4
10000
2000
məhsuluyam.
00:27
Many years ago, when I was born in the '50s --
5
12000
3000
Hindistanda mən doğulduğum 50-ci illər,
00:30
'50s and '60s
6
15000
2000
ümumilikdə 50-60-cı illər
00:32
didn't belong to girls in India.
7
17000
2000
qadınlara məxsus illər deyildi.
00:34
They belonged to boys.
8
19000
2000
Kişilərə məxsus idi.
00:36
They belonged to boys who would join business
9
21000
2000
Həmin dövr valideynlərindən miras qalan
00:38
and inherit business from parents,
10
23000
2000
biznesi idarə edən məşğul kişilərin dövrü idi.
00:40
and girls would be dolled up to get married.
11
25000
2000
Qadınlar isə, evlilik üçün idilər.
00:42
My family, in my city,
12
27000
2000
Mənim ailəm isə-
00:44
and almost in the country, was unique.
13
29000
3000
tək bizim şəhərdə deyil bütün ölkədə aztapılan idi.
00:47
We were four of us, not one,
14
32000
2000
Biz 4 uşaq--
00:49
and fortunately no boys.
15
34000
2000
hamımız qız uşağı idik.
00:51
We were four girls and no boys.
16
36000
2000
Qardaşımız yox idi.
00:53
And my parents were part
17
38000
2000
Ailəm böyük torpağa və mülk sahibi
00:55
of a landed property family.
18
40000
2000
olan ailənin parçası idilər.
00:57
My father defied his own grandfather,
19
42000
3000
Atam mirasdan məhrum ediləcək həddə
01:00
almost to the point of disinheritance,
20
45000
2000
öz babasına qarşı çıxıb
01:02
because he decided to educate
21
47000
2000
bizim 4-ümüzüdə
01:04
all four of us.
22
49000
2000
oxutmaq qərarına gəlmişdi.
01:06
He sent us to one of the best schools in the city
23
51000
2000
Bizi şəhərdəki ən yaxşı məktəbə göndərib
01:08
and gave us the best education.
24
53000
2000
ən yaxşı təhsil vermişdi.
01:10
As I've said, when we're born, we don't choose our parents,
25
55000
3000
Dediyim kimi, doğularkən valideynlərimizi özümüz seçmirik.
01:13
and when we go to school, we don't choose our school.
26
58000
2000
Getdiyimiz məktəbi özümüz seçmirik.
01:15
Children don't choose a school.
27
60000
2000
Valideynlərimizin bizim üçün seçdiyi
01:17
They just get the school which parents choose for them.
28
62000
2000
məktəbə gedirik.
01:19
So this is the foundation time which I got.
29
64000
3000
Bu məktəb də mənim üçün əsas oldu.
01:22
I grew up like this, and so did my other three sisters.
30
67000
3000
Bacılarım da mənim kimi təhsil alaraq böyüdülər.
01:25
And my father used to say at that time,
31
70000
2000
Atam o vaxtlar deyərdi ki,
01:27
"I'm going to spread all my four daughters in four corners of the world."
32
72000
3000
" Qızlarımın 4-ünü də dünyanın dörd bir yanına səpələyəcəm."
01:30
I don't know if he really meant [that], but it happened.
33
75000
3000
Bilmirəm həqiqətən bunu etmək istəyirdimi, amma elə də oldu.
01:33
I'm the only one who's left in India.
34
78000
2000
Təkcə mənəm Hindistanda qalan.
01:35
One is a British, another is an American
35
80000
2000
Bacılarımın biri britaniyalı, biri amerikan
01:37
and the third is a Canadian.
36
82000
2000
bir isə kanadalıdır.
01:39
So we are four of us in four corners of the world.
37
84000
3000
Dördümüz də dünyanın fərqli yerlərindəyik.
01:42
And since I said they're my role models,
38
87000
3000
Anamla atamı idealım hesab etdiyim üçün
01:45
I followed two things which my father and mother gave me.
39
90000
3000
mənə verdikləri 2 öyüdə əməl etdim.
01:48
One, they said, "Life is on an incline.
40
93000
2000
Birinci, " Həyat mailidir;
01:50
You either go up,
41
95000
2000
ya yuxarı çıxır,
01:52
or you come down."
42
97000
2000
ya da aşağı enirsən."
01:54
And the second thing, which has stayed with me,
43
99000
2000
İkincisi, həyat fəlsəfəmə
01:56
which became my philosophy of life,
44
101000
2000
çevrilib
01:58
which made all the difference,
45
103000
2000
həyatımda fərqə səbəb oldu,
02:00
is: 100 things happen in your life, good or bad.
46
105000
3000
həyatda yüzlərlə şeylər olur, yaşı ya da pis.
02:03
Out of 100, 90 are your creation.
47
108000
2000
100 hadisədən 90-ın sən yaradırsan.
02:05
They're good. They're your creation. Enjoy it.
48
110000
3000
Bütün bunlar öz məhsulundur, yaxşıdır. Zövq al.
02:08
If they're bad, they're your creation. Learn from it.
49
113000
3000
Pis olsa da sənin yaratdığındır. Dərs al.
02:11
Ten are nature-sent over which you can't do a thing.
50
116000
3000
100-dən 10-u isə təbii hadisələrdir, qarşısıalınmazdır.
02:14
It's like a death of a relative,
51
119000
2000
Məsələn qohumların ölümü,
02:16
or a cyclone, or a hurricane, or an earthquake.
52
121000
3000
ya qasırğa, tufan, ya da zəlzələ.
02:19
You can't do a thing about it.
53
124000
2000
Bunların qarşısını almaq olmur.
02:21
You've got to just respond to the situation.
54
126000
2000
Belə vəziyyətdə ancaq reaksiya vermək qalır sizə.
02:23
But that response comes out of those 90 points.
55
128000
3000
Reaksiya isə 90-ın daxilindədir.
02:26
Since I'm a product of this philosophy,
56
131000
2000
90/10 bölgüsü və maililik fikrinə
02:28
of 90/10,
57
133000
2000
inandığım üçün,
02:30
and secondly, "life on an incline,"
58
135000
2000
əlimdə olanların qədrini
02:32
that's the way I grew up
59
137000
2000
bilməyi öyrənməklə
02:34
to be valuing what I got.
60
139000
3000
böyüdüm.
02:37
I'm a product of opportunities,
61
142000
2000
50-60-cı illərdə qızların çoxunun
02:39
rare opportunities in the '50s and the '60s,
62
144000
2000
əldə edə bilmədiyi imkanlara
02:41
which girls didn't get,
63
146000
2000
sahib idim.
02:43
and I was conscious of the fact that what my parents were giving me
64
148000
2000
Valideynlərimin mənə bəxş etdiyinin nadir imkan olduğunu
02:45
was something unique.
65
150000
2000
yaxşı bilirdim.
02:47
Because all of my best school friends were getting dolled up
66
152000
2000
Məktəbdəki ən yaxın dostlarım bəzədilib,
02:49
to get married with a lot of dowry,
67
154000
2000
cehiz alıb evləndirilərkən,
02:51
and here I was with a tennis racket and going to school
68
156000
3000
mən tennis raketkam ilə məktəbə gedir,
02:54
and doing all kinds of extracurricular activities.
69
159000
2000
məktəbdənkənar fəaliyyətlərə qoşulurdum.
02:56
I thought I must tell you this.
70
161000
2000
Məncə bunları anlatmaq lazım idi.
02:58
Why I said this, is the background.
71
163000
2000
O dövrü canlandırmaq istəyirdim.
03:00
This is what comes next.
72
165000
2000
Və davam edirəm.
03:02
I joined the Indian Police Service as a tough woman,
73
167000
3000
Polis xidmətinə qoşulanda güclü, dözümlü və işinə
03:05
a woman with indefatigable stamina,
74
170000
2000
ürəkdən bağlı qadın kimi tanınmışdım,
03:07
because I used to run for my tennis titles, etc.
75
172000
3000
tennis və s. sahədə qazandığım uğurlar var idi.
03:10
But I joined the Indian Police Service,
76
175000
3000
Ancaq mən polis olmağı seçmişdim.
03:13
and then it was a new pattern of policing.
77
178000
3000
Və polislikdə yeni cığır açmışdım.
03:16
For me the policing stood for power to correct,
78
181000
2000
Mənə görə polis səhvləri düzəldən,
03:18
power to prevent and power to detect.
79
183000
3000
qarşısını alan və aşkara çıxaran orqandır.
03:21
This is something like a new definition ever given in policing in India --
80
186000
3000
Səhvlərin qarşısını almaq Hindistan Polisi üçün
03:24
the power to prevent.
81
189000
2000
yeni anlayış idi.
03:26
Because normally it was always said, power to detect, and that's it,
82
191000
2000
Hindistanda polis adətən nəyisə aşkara çıxarır
03:28
or power to punish.
83
193000
2000
ya da günahkarı cəzalandırırdı.
03:30
But I decided no, it's a power to prevent,
84
195000
3000
Mən isə qanunluzluqların qarşısını almağa qərar verdim,
03:33
because that's what I learned when I was growing up.
85
198000
2000
həyatım boyu inandığım da bu idi,
03:35
How do I prevent the 10 and never make it more than 10?
86
200000
3000
həyatımızdakı 10%i daha da artırmamaq.
03:38
So this was how it came into my service,
87
203000
3000
Belə iş üsulum ilə kişilərdən
03:41
and it was different from the men.
88
206000
2000
tamamilə fərqlənirdim.
03:43
I didn't want to make it different from the men, but it was different,
89
208000
3000
Fərqli olmağa çalışmırdım,
03:46
because this was the way I was different.
90
211000
3000
sadəcə olaraq fərqli idim.
03:49
And I redefined policing concepts in India.
91
214000
3000
Polislik anlayışını dəyişdim Hindistanda.
03:52
I'm going to take you on two journeys,
92
217000
2000
Həyatımın 2 mərhələsi :
03:54
my policing journey and my prison journey.
93
219000
2000
polislik və həbsxana haqda danışmaq istəyirəm.
03:56
What you see, if you see the title
94
221000
3000
Gördüyünüz kimi başlıqda
03:59
called "PM's car held."
95
224000
2000
"Baş nazirin maşını saxlandı." yazılıb.
04:01
This was the first time a prime minister of India
96
226000
3000
Hindistanda ilk dəfə baş nazirin maşını
04:04
was given a parking ticket.
97
229000
2000
cərimələnmişdi.
04:06
(Laughter)
98
231000
2000
(Gülüş)
04:08
That's the first time in India,
99
233000
2000
Hindistanda bir ilk idi,
04:10
and I can tell you, that's the last time you're hearing about it.
100
235000
3000
həm də bir son oldu.
04:13
It'll never happen again in India,
101
238000
2000
Hindistanda bu
04:15
because now it was once and forever.
102
240000
3000
bir daha baş verməyəcək.
04:18
And the rule was, because I was sensitive,
103
243000
2000
Qaydalara qarşı həssas davranır,
04:20
I was compassionate, I was very sensitive to injustice,
104
245000
3000
ədalətin bərqərar olunmasına
04:23
and I was very pro-justice.
105
248000
2000
bütün gücümlə çalışırdım.
04:25
That's the reason, as a woman, I joined the Indian Police Service.
106
250000
2000
Qadın olsam da bu səbəbdən Polis xidmətinə qoşulmuşdum.
04:27
I had other options, but I didn't choose them.
107
252000
2000
Özümün seçimim idi.
04:29
So I'm going to move on.
108
254000
2000
Digərinə keçim.
04:31
This is about tough policing, equal policing.
109
256000
2000
Çətin həm də bərabər davranan polisdən danışım.
04:33
Now I was known as "here's a woman that's not going to listen."
110
258000
3000
Həmin hadisədən sonra səsimi alçaltmaq üçün
04:36
So I was sent to all indiscriminate postings,
111
261000
2000
başqa qadınların qəbul etməyəcəyi
04:38
postings which others would say no.
112
263000
2000
vəzifəyə göndərildim.
04:40
I now went to a prison assignment as a police officer.
113
265000
3000
Təyinatım həbsxanaya idi.
04:43
Normally police officers don't want to do prison.
114
268000
2000
Polislər adətən həbsxanada işləməyi sevmirlər.
04:45
They sent me to prison to lock me up,
115
270000
2000
Səsimi alçaltmaq, varlı insanların
04:47
thinking, "Now there will be no cars
116
272000
2000
maşınları, təbii cəza qəbzlərinin olmayacağı
04:49
and no VIPs to be given tickets to.
117
274000
2000
üçün məni həbsxanaya göndərdilər.
04:51
Let's lock her up."
118
276000
2000
Gəlin həbsxanaya salaq onu.
04:53
Here I got a prison assignment.
119
278000
2000
Bu minvalla həbsxana işimə başladım.
04:55
This was a prison assignment which was one big den of criminals.
120
280000
3000
Ağır kriminalların olduğu
04:58
Obviously, it was.
121
283000
2000
həbsxana idi.
05:00
But 10,000 men,
122
285000
2000
Aralarında terrorist,
05:02
of which only 400 were women -- 10,000 --
123
287000
3000
quldur, oğru,
05:05
9,000 plus about 600
124
290000
2000
qanqsterlərin
05:07
were men.
125
292000
2000
də olduğu,
05:09
Terrorists, rapists,
126
294000
2000
hətta bəzilərini
05:11
burglars, gangsters --
127
296000
2000
özüm həbsaxaya göndərdiyim
05:13
some of them I'd sent to jail
128
298000
2000
10.000 adam var idi,
05:15
as a police officer outside.
129
300000
2000
ancaq 400-ü qadın olmaqla.
05:17
And then how did I deal with them?
130
302000
2000
Onlarla necə başa çıxdığımı danışım.
05:19
The first day when I went in,
131
304000
2000
İşin ilk günü
05:21
I didn't know how to look at them.
132
306000
2000
üzlərinə necə baxacağımı da bilmirdim.
05:23
And I said, "Do you pray?" When I looked at the group, I said, "Do you pray?"
133
308000
3000
Ancaq üzlərinə baxaraq dua edib etmədiklərini soruşdum.
05:26
They saw me as a young, short woman wearing a pathan suit.
134
311000
2000
Tünd polis forması geymiş qısa boylu gənc qadın idim onların gözündə.
05:28
I said, "Do you pray?"
135
313000
2000
Bir daha " Dua edirsinizmi?" sualını verdim.
05:30
And they didn't say anything.

315000
2000
Cavab vermədilər.
05:32
I said, "Do you pray? Do you want to pray?"
137
317000
2000
Bu dəfə " Dua edirsiniz? Ya etmək istəyirsiniz?" soruşdum.
05:34
They said, "Yes." I said, "All right, let's pray."
138
319000
3000
"Hə" cavabını verdilər. "Onda başlayaq." dedim.
05:37
I prayed for them, and things started to change.
139
322000
2000
Onlar üçün dua etməyə başladım və hər şeyi dəyişdi.
05:39
This is a visual of education inside the prison.
140
324000
3000
Həbsxanadakı təhsildən bir kadrdır.
05:42
Friends, this has never happened,
141
327000
2000
Heç vaxt bütün məhkumların təhsil aldığı
05:44
where everybody in the prison studies.
142
329000
2000
bir həbsxana olmayıb.
05:46
I started this with community support.
143
331000
2000
İctimai dəstəklə başladım bu işə.
05:48
Government had no budget.
144
333000
2000
Hökumət pul ayırmırdı.
05:50
It was one of the finest, largest volunteerism
145
335000
2000
Həbsxanada baş verən dünya miqyasında
05:52
in any prison in the world.
146
337000
2000
ən mütəşəkkil könüllülü hərəkat idi.
05:54
This was initiated in Delhi prison.
147
339000
2000
İlk dəfə Dehli həbsxanasında başladı.
05:56
You see one sample
148
341000
2000
Gördüyünüz bu məhbusdur
05:58
of a prisoner teaching a class.
149
343000
3000
dərs deyən.
06:01
These are hundreds of classes.
150
346000
2000
Yüzlərlə belə siniflər var.
06:03
Nine to eleven, every prisoner went into the education program --
151
348000
3000
Məni həbsxanaya göndərərək qarşımı alacaqlarını
06:06
the same den in which they thought
152
351000
2000
zənn etdikləri halda,
06:08
they would put me behind the bar and things would be forgotten.
153
353000
3000
hər 11 məhbusdan 9-u təhsil proqramına qoşuldu mənim səylərimlə.
06:11
We converted this into an ashram --
154
356000
2000
Həbsxanalardakı təhsil proqramını
06:13
from a prison to an ashram through education.
155
358000
3000
ashram (mədəni fəaliyyət növü) ilə əvəz etdik.
06:16
I think that's the bigger change.
156
361000
2000
Bu daha böyük dəyişiklik idi məncə.
06:18
It was the beginning of a change.
157
363000
2000
Dəyişikliyin başlanğıcı idi.
06:20
Teachers were prisoners. Teachers were volunteers.
158
365000
3000
Məhbuslar özləri müəllim, könüllü idilər bu dəfə.
06:23
Books came from donated schoolbooks.
159
368000
2000
Kitabları məktəblər bağışlayırdı.
06:25
Stationery was donated.
160
370000
2000
Digər ləvazimatlar da ianə idi.
06:27
Everything was donated,
161
372000
2000
Həbsxanada təhsil üçün dövlət büdcəsi
06:29
because there was no budget of education for the prison.
162
374000
3000
mövcud olmadığı üçün hər şey ianə yolu ilə əldə edilirdi.
06:32
Now if I'd not done that,
163
377000
2000
Bu işə başlamasaydım,
06:34
it would have been a hellhole.
164
379000
2000
həbsxana cəhənnəm olardı.
06:36
That's the second landmark.
165
381000
2000
İkinci böyük fəaliyyətimdir bu iş.
06:38
I want to show you some moments of history in my journey,
166
383000
2000
Bu fəaliyyətimdən bəzi rəsmləri göstərim,
06:40
which probably you would never ever get to see anywhere in the world.
167
385000
3000
dünyanın başqa yerində görə bilməzsiniz yəqin ki.
06:43
One, the numbers you'll never get to see.
168
388000
2000
Birincisi bu qədər insan heç vaxt olmayıb.
06:45
Secondly, this concept.
169
390000
2000
İkincisi belə ideya heç vaxt olmayıb.
06:47
This was a meditation program inside the prison
170
392000
2000
Rəsm 1000-dən çox məhbusun qətıldığı
06:49
of over 1,000 prisoners.
171
394000
2000
meditasiya proqramındandır.
06:51
One thousand prisoners who sat in meditation.
172
396000
2000
1000 məhbus meditasiya edirdi.
06:53
This was one of the most courageous steps
173
398000
3000
Həbsxana başçısı olaraq
06:56
I took as a prison governor.
174
401000
2000
ən cəsarətli addımlarımdan biri idi.
06:58
And this is what transformed.
175
403000
2000
Bu isə nəticə idi.
07:00
You want to know more about this,
176
405000

Daha çox məlumat üçün
07:02
go and see this film, "Doing Time, Doing Vipassana."
177
407000
3000
"Vipasana zamanı"(meditasiya) adlı filmə baxa bilərsiniz.
07:05
You will hear about it, and you will love it.
178

Xoşunuza gələcək.

Let me show you the next slide.
181
416000
2000
Digər rəsmi göstərmək istərdim.
07:13
I took the same concept of mindfulness,
182
418000
2000
Düzgün düşüncə tərzi idi aşılamaq istədiyim.
07:15
because, why did I bring meditation into the Indian prison?
183
420000
3000
Çünki cinayətin əsas mənbəyi
07:18
Because crime is a product of a distorted mind.
184
423000
3000
əqli pozğunluqdur.
07:21
It was distortion of mind which needed to be addressed to control.
185
426000
3000
Fikirlərini nizamlamaq üçün təbliğata,
07:24
Not by preaching, not by telling,
186
429000
2000
elmə, oxumağa deyil,
07:26
not by reading, but by addressing your mind.
187
431000
2000
fikrin özünə müraciət etmək lazımdır.
07:28
I took the same thing to the police,
188
433000
2000
Eyni meditasiyanı polislərə də
07:30
because police, equally, were prisoners of their minds,
189
435000
3000
tətbiq etdim, onlar da fikirlərinin məhbusu idilər,
07:33
and they felt as if it was "we" and "they,"
190
438000
2000
insanlara "biz" və "onlar" olaraq
07:35
and that the people don't cooperate.
191
440000
2000
yanaşırdılar.
07:37
This worked.
192
442000
2000
Nəticə yaxşı oldu.
07:39
This is a feedback box called a petition box.
193
444000
2000
Ərizə (istək) qutusu adlanırdı bu qutu.
07:41
This is a concept which I introduced
194
446000
2000
Şikayətlərə qulaq asmaq üçün
07:43
to listen to complaints, listen to grievances.
195
448000
3000
irəli sürdüyüm ideya idi.
07:46
This was a magic box.
196
451000
2000
Sehrli qutu idi.
07:48
This was a sensitive box.
197
453000
2000
Həssas idi həm də.
07:50
This is how a prisoner drew how they felt about the prison.
198
455000
3000
Bu rəsm məhbusun həbsxana haqda çəkdiyi rəsmdir.
07:53
If you see somebody in the blue --
199
458000
2000
Və bu mavi geyimli oğlan--
07:55
yeah, this guy --
200
460000
2000
həmin məhbus--
07:57
he was a prisoner, and he was a teacher.
201
462000
2000
müəllim idi.
07:59
And you see, everybody's busy. There was no time to waste.
202
464000
3000
Və hamı məşğuldu, gördüyünüz kimi.
08:02
Let me wrap it up.
203
467000
2000
Məncə yekunlaşdırsam yaxşı olar.
08:04
I'm currently into movements,

ABOUT THE SPEAKER
Kiran Bedi - Corrections pioneer
Kiran Bedi was one of India's top cops -- tough, innovative and committed to social change. Now retired from the national police force, Bedi runs two NGOs that benefit rural and urban poor.
