Why you should listen

Before she retired in 2007, Kiran Bedi was one of India’s top cops. As the first and highest-ranking female officer in the national police force, she earned a reputation for being tough yet innovative on the job. Her efforts to prevent crime, reform prisons, end drug abuse, and support women’s causes earned her a Roman Magsaysay Award, the Asian equivalent of the Nobel Prize. Bedi also served as a police adviser to the UN Secretary General.

In retirement, Bedi has become one of the most trusted and admired community leaders in India. She advocates for social change and civic responsibility through her books, columns, and a popular reality-TV show. She reaches out to more than 10,000 people daily through her two NGOs, Navjyoti and India Vision Foundation, which provide education, training, counseling and health care to the urban and rural poor. Her latest initiative, Mission Safer India, aims to ensure that police log and address citizen complaints. Her life is the subject of the 2008 documentary Yes, Madam Sir, narrated by Helen Mirren.

which哪一个 girls女孩 didn't get,
63

02:43
and I was conscious意识 of the fact事实 that what my parents父母 were giving me
64
148000
2000
02:45
was something unique独特.
65
150000
2000
02:47
Because all of my best最好 school学校 friends朋友 were getting得到 dolled打扮得花枝招展 up
66
152000
2000
02:49
to get married已婚 with a lot of dowry嫁妆,
67
154000
2000
02:51
and here I was with a tennis网球 racket球拍 and going to school学校
68
156000
3000
02:54
and doing all kinds of extracurricular课外 activities活动.
69
159000
2000
02:56
I thought I must必须 tell you this.
70
161000
2000
02:58
Why I said this, is the background背景.
71
163000
2000
03:00
This is what comes next
72
165000
2000
03:02
I joined加盟 the Indian印度人 Police警察 Service服务 as a tough强硬 woman女人,
73
167000
3000
03:05
a woman女人 with indefatigable不懈 stamina耐力,
74
170000
2000
03:07
because I used to run for my tennis网球 titles标题, etc等等.
75
172000
3000
03:10
But I joined加盟 the Indian印度人 Police警察 Service服务,
76
175000
3000
03:13
and then it was a new pattern模式 of policing治安.
77
178000
3000
03:16
For me the policing治安 stood站在 for power功率 to correct正确,
78
181000
2000
03:18
power功率 to prevent避免 and power功率 to detect检测.
79
183000
3000
03:21
This is something like a new definition定义 ever given特定 in policing治安 in India印度 --
80
186000
3000
03:24
the power功率 to prevent避免.
81
189000
2000
预防。
03:26
Because normally一般 it was always said, power功率 to detect检测, and that's it,
82
191000
2000
03:28
or power功率 to punish惩治.
83
193000
2000
03:30
But I decided决定 no, it's a power功率 to prevent避免,
84
195000
3000
03:33
because that's what I learned学到了 when I was growing生长 up.
85
198000
2000
03:35
How do I prevent避免 the 10 and never make it more than 10?
86
200000
3000
03:38
So this was how it came来了 into my service服务,
87
203000
3000
03:41
and it was different不同 from the men男人.
88
206000
2000
03:43
I didn't want to make it different不同 from the men男人, but it was different不同,
89
208000
3000
03:46
because this was the way I was different不同.
90
211000
3000
03:49
And I redefined重新定义 policing治安 concepts概念 in India印度.
91
214000
3000
03:52
I'm going to take you on two journeys
92
217000
2000
03:54
my policing治安 journey旅程 and my prison监狱 journey旅程.
93
219000
2000
03:56
What you see, if you see the title标题
94
221000
3000
04:01
This was the first time a prime主要 minister部长 of India印度
96
226000
3000
04:04
was given特定 a parking停車處 ticket.
97
229000
2000
04:06
(Laughter
98
231000
2000
04:08
That's the first time in India印度,
99
233000
2000
04:10
and I can tell you, that's the last time you're hearing听力 about it.
100
235000
3000
04:13
It'll它会 never happen发生 again in India印度,
101
238000
2000
04:15
because now it was once一旦 and forever永远.
102
240000
3000
04:18
And the rule规则 was, because I was sensitive敏感,
103
243000
2000
04:20
I was compassionate富于同情心的, I was very sensitive敏感 to injustice不公正,
104
245000
3000
04:23
and I was very pro-justice亲正义.
105
248000
2000
04:25
That's the reason原因, as a woman女人, I joined加盟 the Indian印度人 Police警察 Service服务.
106
250000
2000
04:27
I had other options选项, but I didn't choose选择 them.
107
252000
2000
04:29
So I'm going to move移动 on.
108
254000
2000
04:31
This is about tough强硬 policing治安, equal等于 policing治安.
109
256000
2000
04:33
Now I was known已知 as "here's这里的 a woman女人 that's not going to listen."
110
258000
3000
04:36
So I was sent发送 to all indiscriminate postings帖子,
111
261000
2000
04:38
postings帖子 which哪一个 others其他 would say no.
112
263000
2000
04:40
I now went to a prison监狱 assignment分配 as a police警察 officer.
113
265000
3000
04:43
Normally一般 police警察 officers长官 don't want to do prison监狱.
114
268000
2000
04:45
They sent发送 me to prison监狱 to lock me up,
115
270000
2000
04:47
thinking思维, "Now there will be no cars汽车
116
272000
2000
04:49
and no VIPs贵宾 to be given特定 tickets门票 to.
117
274000
2000
04:51
Let's lock her up."
118
276000
2000
04:53
Here I got a prison监狱 assignment分配.
119
278000
2000
04:55
This was a prison监狱 assignment分配 which哪一个 was one big den巢穴 of criminals罪犯.
120
280000
3000
04:58
Obviously明显, it was.
121
283000
2000
05:00
But 10,000 men男人,
122
285000
2000
05:02
of which哪一个 only 400 were women妇女 -- 10,000 --
123
287000
3000
05:05
9,000 plus about 600
124
290000
2000
05:07
were men男人.
125
292000
2000
05:09
05:13
some of them I'd sent发送 to jail监狱
128
298000
2000
05:15
as a police警察 officer outside.
129
300000
2000
05:17
And then how did I deal合同 with them?
130
302000
2000
05:19
The first day when I went in,
131
304000
2000
05:21
I didn't know how to look at them.
132
306000
2000
05:23
And I said, "Do you pray祈祷?" When I looked看着 at the group, I said, "Do you pray祈祷?"
133
308000
3000
05:26
They saw me as a young年轻, short woman女人 wearing穿着 a pathan帕坦 suit适合.

ABOUT THE SPEAKER
Kiran Bedi - Corrections pioneer
Kiran Bedi was one of India's top cops -- tough, innovative and committed to social change. Now retired from the national police force, Bedi runs two NGOs that benefit rural and urban poor.
